In 2014, Ground Truth Solutions partnered with Ukraine’s Prime Minister Office to obtain regular feedback on the perceptions of the thousands of internally displaced people (IDP) who fled fighting in eastern provinces and were facing precarious living conditions. This programme was funded by the British Foreign and Commonwealth Office through Mason Change Communications.

Ground Truth’s Constituent Voice® methodology was implemented to collect feedback which could help design better policies towards IDP and improve the effectiveness of communications with this population.

Data was collected twice over a six month period from oblasts hosting those uprooted by conflict. Findings suggested that people were keen to play their part in improving their lives and making the best of the situation. They were critical, however, of the insufficient access to information on programmes especially targeted to them. They were also quite sceptical that governments reforms would lead to positive changes.
